Adding voice? That could be recorded for free with Audacity, and then merged onto the video with the computer's standard movie making software : Window's Live Movie Maker or IMovie. Windows Live Movie Maker is very basic, but does what it is meant to do, and although it won't encode to the best, I use it to merge video's and audio together, before encoding it in Expression.
