Hey! He's using the oil paint filter. You can find it in the newer versions of photoshop. I think Photoshop CS6. However there are some ways to add it in the older versions too. I made an example with one of my photographs: PywCLC1.png I hope this answers your question.

I bought it because I wanted to try it out myself before I judge it. And I have to say it has some good and some bad points. A good point is the sim creator. I really like that you can just touch a part of their face or body and change it. Makes it a lot easier for me to make interesting looking Sims. They look better in general. Hey there! I'm from Germany, studying Graphic and Communication Design. But what I really want to do later is to work as an concept artist or illustrator. I'm thinking about moving to England since I want to improve my English and love the country in general but it's hard to leave family and friends behind.
