Photoshop filter

Hey guys I am just new here and today I saw Pewds video Platypussimulator and the main picture of his video was edited with some kind of filter in photoshop. He is using this filter often and I really want to know where to find it in photoshop (I am not a noobie with this

) If someone know, thank you

Hey!
He's using the oil paint filter. You can find it in the newer versions of photoshop. I think Photoshop CS6. However there are some ways to add it in the older versions too.
