youtube partners are the only ones who can make their own thumbnails in videos.

Apparantly the system bugged and gave people who have monetized their videos the access to them. I see a few channels who arent partnered have them. So there might still be the bug, but they may fix it soon. But knowing youtube, they might leave it for awhile.I dun Goofed it.

This is wrong. There is no bug with thumbnails. It is part of the new features YT is adding. Amongst others will be a Bulk Annotator. Anyway, as long as you can monetize your videos (which is like halfway to partnerhood only 1000x easier to earn) you can submit custom thumbnails.
I can do it and so can many other non partners. I know I'm not partnered because I don't have other benefits like a banner and such XD.
Go to Video Manager, Click Edit on your video and it should look like this (if you're allowed to monetize) and you just click Custom Thumbnail.

only partners can but yes as people have said if you video is monetised which basically means that youtube is sure all the content in your video is yours or you have permission to use others then yes you can creat a custom thumbnail

Just keep adding videos lol. Once it says you can monetize, you should have it. There's no clear info on how you get monetized, but I've had it for a while so I'd think its based on total views, subscribers and/or # of videos.
So just keep doing your thing and you'll get it eventually -

Anyone can become a partner right now, just monetize your videos. The only difference is you don't get a Banner. But you still get paid.
Even though its not a full partnership, its a partnership. -

Click the "Matched Third Party Content" link. At the buttom it'll say in bold "This claim does not affect your account status" If it says that, I'd just leave it. I have tons of videos that say that. But if it doesn't say that or says it DOES affect your account status, delete or remove the audio so you keep the views XD. -

There's some loophole that makes it okay if you're doing commentary over it to use the video in an "educational" format. So reviews, gameplay's... etc.
But I haven't been able to monetize all my videos.. Some get accepted instantly, some ask for rights, even when provided still just stay "Under Review" even though its been a week+ -
I have them on my channel and I only have 100 or so subs. basically to get customised thumbnails you've to be in good standing and 30 days active on youtube. i got customised thumbnails when I had 40 subs. you don't get told. it just becomes an optionMy game for sale here:
