as far as I know you can't save annotation templates, whenever you upload you'll have to put the annotations on again...
However I will look into it because it's a bit of a pain for me sometimes aswell so I just use links in the video description

I'd of though partners would be able to save custom annotations but we can't.

Problem with saving annotations is the fact that you'll have to go into the annotation editor anyway to change the start and end times of the annotation depending on video length. The most you can do is save the text/links, in which case, simply save them in a notepad. That's the main reason why you can't save annotations. While it would be great, it'd be kind of pointless to save something that changes with each upload made, even if it is a small change such as the time.

What do you mean exactly by "going out to the description"?

The only way it would help is if it is an annotation you constantly use, like linking to a channel. And if that's the case, it really takes 2 seconds to make the annotation, switch the link option to "channel" and then add the channel name. Only way it is somewhat useful is linking to an external site. Which, if saved in a notepad, takes the same amount of time.

Or if you're pulling in that youtube monay, you can pay someone $20 an hour who you trust with your credentials, and make them your "annotations expert" Haha.

IMO you should be able to do that..
