Jack Skellington. The overall character is designed to scare. He can manipulate his features to give off scary faces, and can create haunting environments.

Slenderman just well. Floats and has tentacles. Nothing truly scary about that except for his "presence".

Voted slenderman, due to the fact that we know so much about Jack. We have seen him go through so much and know also that he has the capability to love someone. Slender on the other hand is still a true mystery to people. No one knows why, who, or how the legend really started, and we know nothing about him. Also, Jack is cartoon character, where as Slendy could be myth or truth.
