"Paranoia" it's the best horror mod for HL. Just look at the trailer:

There is another scary mod called Mistake-1, already suggested.

Fix your title , it isn't a mod for Half-Life 2 it is a mod for Half-Life. It is a good mod but by far not the best horror mod for Half-Life 1

Ive played it , it isn't that much of a horror and will most likely disappoint people.
