Any image editing software is good enough for just adding "Kawaii/Anime" stickers to any photo.
But something like in the videos thumbnail (If you are referring to that) is pretty easy to make with photoshop or any other program that has a cloning tool to make a face faceless, to which you can then apply the stickers any where you want.
