I'm guessing it's a bug on YouTube's end or something isn't correct with the video settings, but I can't give any exact answers.

From discovering the issues with Youtube having issues. Google the owner of youtube has been having issues with there commenting system where it leaves them on an will take some time. You might as well report it. Because that has been happening allot lately. Thanks google for the stupidy of not doing it right.
But anyway he doe's turn it off but it turns back on because of the commenting system. That's why I want the old youtube commenting system back where you can actually turn them off without them bugging out and turning back on xD
