Are the sub-names (My one as of this post is Road To Glory) editable by anyone, or require mod or admin permission?

Ever since Cirno became mod, he has changed his to Ice-Cold Moderator (hence the Character's appearance, a ice fairy).

Though i see non-mods every now and then in the forum which changed sub-names?

Can someone please clarify this for me please? And if it is changeable, can I request a change somewhere?

What is considered to be a long time?
I have been a forum member since July 2012 (About 6 1/2 months), 46th most active forum member, and most active Stephano as well (in terms of post count.)

Also moderators are able to change their title at will. And normal users can only gain an other title by the admin.

Well, is it doable for me at the moment or do I have to wait a little longer? Being different from the crowds is a good thing right?
