What do you mean how? As far as I know, you have to have a good mobo to since you might not want to damage your mobo. And 3.1Ghz is a lot imo. I haven't tried OC-ing, but if you can do it without voltage increase/decrease then you're good to go.

And 3.1 is a big jump.
i would go to 2.6 and test myself up. 2.9 would be the limit for me thou.

-First of all - do not use software (e.g. AMD Overdrive) for overclocking. This will in most cases just result in unnecessary instability and lock-ups. Do it using the BIOS for better results.
-Like most of the others here mention, don't attempt such a big increase in clockspeeds in just one jump. The art of overclocking includes gradually and VERY slowly increasing the clockspeeds.
-Replace your stock cooler! Do not ever overclock with such a cooler, as it just barely works with the temperature which is produced by standard clocks.
