Which editing program are you using? I use AVS Video Editor and with this one it is really easy , check out my vids, I made myself a frame like this as well (checkout part 4 for my newest frame)

I'm using a frame. I have just created an image as frame and I have resized it with Vegas Pro in the video, putting it behind facecam. That's it!

Dude may i explain to you a little? I am using sony vegas movie studio for my facecam frame. Well there are two ways to do this: 1) From sony vegas effects it self 2) making it you self in photoshop or something :P.

1st method: Choose any layer where your facecam is on. Press the layers 'Track Motion' button. From there look in the left corner below, you should see an option: '2D Glow'. Press the thing next to it. Now you should get settings for the glow, if you only want to have like lines around facecam remove the blur. There is also a way to change the color so keep messing around with the settings until you find it comfortable. Also save the settings as a preset if you want to keep it so.

2nd method: Create a one by your self! Like I did. Click this to see mine.
I just add it on top of the facecam layer and position it right with track motion. Also I chroma key out the white color so you can actually see my face.

If the frames in my videos aren't a black or gray box then I make them in photoshop! It's just easier to do that way, at least with my editing program it is!
