Speak from your gut. Play games that make you scared, and keep listening to yourself. I read about a tactic of vocalists to constantly listen to their own voice, and your brain will just do the rest.
I have the similar problem, but doing LPs has been helping. Just keep recording I guess. =P -
Read this as "Vodka while recording" I suggest Vodka or some other form of alcoholic beverages.
On a more serious note if you can not to the former then just act like you really feel or only play games when you are hyped to play them. -

Dude. I actually did a few recordings with vodka.
But I've kept them private in my channel. I drank so Amnesia didn't seem so scary. =P -
I guess listening to a person for a long time helps a lot in manipulating your voice a little bit.

Depending on how long you have been commentating for, your voice should change for the better over time. If this is not the case, then that's just how your voice is going to stay. Also, drinking something with caffeine before recording may help. I don't really have much experience with being "monotone" however I've heard a lot of dull Let's Players like this. I have tips on how to commentate BETTER, but not completely change the deepness and raspy-ness of someones voice.
Also, be yourself. If you are simply just a monotone guy, don't expect people on a forum to change that. We can't make you a new man, you can....Tucan...(wat.)
Anyways, here's a list that may or may not be of use.
1. Always be energetic, even if you're completely tired, just TRY to be energetic.
2. Instead of saying "Uh, ummm, uh" try to replace those with pauses. If you can learn to not use "Uhh umm" and just pause yourself, it'll come across a lot more professional for the viewers.
3. Play a game you enjoy, don't just play something because others had a good time with it. I used to have like, 30,000 Let's Plays on my channel, and not because I liked the game. It was more of, "Oh, my computer is good enough to record it? I'll record it!"
4. (This probably won't pertain to you.) Starting to Let's Play or do commentary at a young age. I started when I was 11, or 12. I knew all of what was needed to make a good commentary, and a good quality video. HOWEVER, that was completely butchered because I had a high-pitched voice. I'm not saying DON'T start at a young age, but if you're going for the whole, "Imma get popular wid all da peepl!" good luck. -

Thanks guys, here is my first let's play so you can see, please don't say anything about the sound, I know it's wrong

I'll try to focus on my voice some more in the next let's play. -
Yea well, the volume of the ingame sound and the recording sound isn't good, and yes, it's very dull haha, I'll keep working on it and hope I develop my voice more, since I have this problem in real life aswell, I talk very dull :c.

Yeah dude my first few videos are shit and, well, they still are. =P
But they have improved, from just listening to myself and remembering what made me laugh.
Don't forget that no one has no sense of humor, just a different sense. Do (and sound) what YOU think is funny, otherwise your humor will just seem contrived.
EDIT: You do seem very humble about this, and I applaud that. -

Wouldn't it make it way more scary?? -
You have the same problem as one of my friends... he sounds really good when talking with me on Skype but when he tries to LP it... turns into monotone boredom. I haven't been able to help him tho'
The only advice I've given him is to act a little hyper... but if it's not done correct, people will notice and hate it so bad. Anyway, I can't even help myself really... xD I'm also pretty much like that - while other girl LP'ers I've watched sound all cute and bright I sound all manly and durrhurrr. lol.

Try to think you aren't recording and pretend no one is there That worked for me
-
I've been worse. If you watch my very first let's play and now. You'll see my little improvement.xD I think I got used to talking to myself.xD Just keep doing it and you'll get used to it.:D

There is only one thing you should do to improve this. LOVE THE GAMES YOU ARE PLAYING. If you are raring to record it then you will feel it in your gut. If it doesn't feel right at the time then don't. The point of recording games and commentating is to share your passion and love for games with your audience.
Other ways are to eat something light before playing. Don't record on an empty stomach, as you need to feel comfortable and 100% when playing the game you choose. Also drink your favourite soda before doing a playthrough as it will jolt you up a bit. Don't drink any kind of alcohol as it will make you get lazy.
I stick by my first point though by just playing the games that get you excited. Maybe don't play such a big game and start on something small. The first game I recorded was Journey and the only commentary I did was an intro and ending. The next game I did was God of War 2, yeah it was a big step but the evolution of my commentary voice throughout that series amazes me to this day. There is always time for muffins. -
I has da same problem but I think it's gotten better over time. Just keep going and try to hype yourself up for each video.
If all else fails... act. I mean you may not actually be excited but you can pretend you are through your voice. A lot of people do this for scary games. *cough* Screaming over every little jump scare, of course -some- are probably actually scared, but its obvious quite a few just fake reactions for the entertainment of their viewers. Which isn't necessarily bad, I mean it's supposed to be entertaining... Anyway I ranted off-topic... Try thinking of what you're going to say before you say it, then when you go to say it you can portray it however you want through your voice because you already know what you'll say. That's what I mean by "act" not pretending to be a different person, just thinking about what you're gonna say and saying it HOW you want.

While what you say is semi-true, not everyone who has a passion for something portrays it in their voice. I love video games and a few other things, but my voice is my voice. I don't get super excited and squeal and stuff. It's not that I don't get excited, but it just doesn't come out that way through my speaking. And I know a lot of people are like that. If you judge everything based on how they say it, you'll get misunderstandings. I'm sure if you watched one of my videos you'd think I was bored as hell playing these games when I'm really having a blast XD. Especially my facial expressions ;-;... one day.... -

Hey guys, what's up?
I have a serious problem. Whenever I record a let's play, I have this boring monotome voice, any recommendations for how to develop my speaking voice? It's not only with recording, it's always lol. -

Giving up so soon because of your voice? Now that's just plain stupid.
Just be all hyper n' all that... You'll get used to it soon.
