I know this is going to be odd, but... LMMS. Only because it's free. Install it, install all extensions, you can make some pretty nice beats. Plus, lots of tutorials online.

But if I had to choose from Payware, FL Studio. But it's only worth vs LMMS if you go Signature Bundle or higher. And even then, most of those add-ons can be achieved through LMMS another way, or through one of the standalone programs from AnalogX.

One drawback to LMMS - the default settings often need changing, and depending on your system may take some time to set up properly. I found that to be a problem with FL Studio as well.
