Video help, Please!

I need help with a video that i am making, how would you photoshop a face onto a video? i want it to be were the actual face should be but not move around. this is kinda hard to explain, if anyone has any suggestions of how it could be done, TheDubstepper would greatly appreciate it.

What video editing software you use? I use Sony Vegas Pro, for that situation, I first import the image, then I resize the image to the right size and just move it there.

Basically what Drunk said, using Sony Vegas - Event Pan/Crop (also using layering)
In photoshop, if you just want to cut your face out, select the pen tool(or w/e freehand highlighting tool) and highlight your entire head/face carefully, then have the image crop to selection.
I haven't used photoshop in years, not since WC3 Skinning.
