Alternative to Adobe Premiere?

I used to to use Windows Movie Maker in the XP era, but it now sucks.
Is there any free/cheap editing software available? Preferably it would allow me to do a facecam.

Sony Vegas is a good editing software, but kinda expensive :3

Sony Vegas is so easy to use , even my 12 yo retarded sister could do the basic stuff in it.

Thanks for your advice, but I'd rather use a software that's less than $100 USD.
