gogeta135 has a nice method. There are several ways to livestream, you have to find your best way. Me personally I love Twitch.tv, it's a nice clean simple layout, no ads(well not for me) and it's a simple setup. All you have to do is download Xsplit, make a Xsplit account and make a Twitch.tv account. Set it up with this simple YouTube Video and start broadcasting! Well, by seeing most of your specs I can determine from my knowledge that the game itself isn't registering your hardware correctly. You can see by the "Resource Usage" that the game thinks you only have 56 MB of usable GPU VRAM(Which by systemrequirementslab it says you have 1.6GB usable), hence the locking down to the lowest settings possible.
