PostAre you talking about the Project Pew's MC server? If so then yes, it will be updated soon but not within the hour unless somebody is online right now updating it. Before someone updates it, it should have to go offline and boot back up then you should be able to join. In the meantime, go out and get some snacks or watch some Pewdie or play happy wheels :3

I think we(by we I mean the mods/admins) should be able to punish someone by giving them a timeout from the shoutbox itself. From 1 hour to 24 hours depending on the offense. Multiple offenses will be multiple days of suspension, 48 hours-72 hours etc. Further upon further offenses should be a permanent ban from the shoutbox. I do like your idea though

If anything you can also use the program "Handbrake", it's a compression program for media. I use it all the time for my Youtube videos. 800MB file can go down to 200MB and also retains the same quality. handbrake.fr/
