Besides, it depends on the time of the day. In my timezone, at morning-noon, the shoutbox is pretty much dead and has no lag, you can freely chat with 1 or 2 people about whatever you want. In evenings, there are usually more people, and thats when the shoutbox can get glitchy. But Chatzy is just meh, if you want a real conversation without lag, you should really get TS then. Shoutbox isn't always the best place to chat (since ~a few people have a below average IQ).

I am bored, so I decided to make some stupid suggestion yo. So how about we add some plugin that adds currency points, which can be earned by reporting posts and stuff like that. Then you can use those points to buy titles and other shiny objects. Stuff like this usually proves to be effective, you might see 2x more reports if not more if a plugin like this exists, ha.
