Usually when somebody comments on your video, likes your comment or replies to your comment, you get a notification at the top right corner of your screen. But for some reason I am no longer receiving this notifications. Can someone please tell me why? :C

For some reason, a few of Pewdiepie's videos have the comments enabled. On those videos, only certain people can comment. Can someone explain to me why only some people can comment?
