Free and good? Definitely not. RPG Maker Vx Ace or something like that is really good. Its on Steam, just search around there and it will come up. Its not cheap though, more than the price of new shooter games ($60) if I remember correctly...but that is probably your best option if you want to be dedicated to it. If you need help, don't ask me because I have no clue how to use stuff. Fortunately there are tons of tutorials on youtube and other places around the internetz.
