Chair mode, it's like this. Chairs are in-animate objects. They don't move. So, when PewDiePie says Chair Mode : Activate, he means that he will 'become' a chair, and not move. About the 'At least you don't chairmode on me' bit, It might be like when Pewds was asking Mr.Chair a question or something, Mr.Chair might have gone on Chair Mode, hence, not speaking n shit like that.
