Youtube Video Thumbnails

I was wondering if its possible to put a thumbnail in a youtube video ... even if the user isn't a partner ...

Does any one know? Because i already saw some users with thumbnails on their videos ... But they aren't partners ... Sooo, am i dumb ...? xD

Yes its possible.
Video Manager -> Edit video -> Button below thumbnails -> Add a thumbnail (less than 2MB)
If it not exists, wait, it will come.
