You just have to try and learn it yourself, read some tutorials and learn techniques this way, once you cross the "beginner river" and you know much more about photoshop you can start experimenting yourself with whatever comes to mind.
Of couse having the "grpahics designers eye" helps alot, but even without the talent, you can work hard and reach the point of perfection one day
Some proffesional tutorials are paid and one comes to my mind, seeing that pews himself uses some of the techniques in these tutorials Photoshop Tutorials ::
