Steam Community Problem ?

I can't connect to the steam community/store both on the website and on steam. I tried searching for solutions and nothing helped. It has been like this for a few months now and I tried re-installing steam but it didn't work.

I would show a screenshot but I'm too lazy xD, but here's what it says:

Error Code: -101
Unable to connect to server. Server may be offline or you may not be connected to the internet.

I would suggest you to ask in the steam forums (forums.steampowered.com/forums/), or if you can't reach steampowered.com at all, your internet provider, since it could be the DNS or something.
Maybe you could even try using this to connect: opendns.com/

Make sure nothing is blocking incoming connections from steam's IP. Disable antivirus/firewall/anything that protects you from certain incoming connections.
