Is there a game where you can be a detective. Have a office and everything (car,guns.). Where you can arrest people, prevent smuggling. And if possible it's in modern times (1970-today) and has multiplayer (want to play with a friend) It doesn't have to have everything I listed and it doesnt have to be a separate game. It can be like GTA SA some hardcore RPG Server.

Try Sleeping Dogs for the PC/XBOX 360/PS3, it incorporates the choice of either taking a cop kind of life or a criminal triad type, by choosing cop or triad missions. Its almost like GTA except you're in South eastern Urban China (Don't worry, the game is English ._.)
If you're looking for generic but classic fun Crime action, you have, and i mean, YOU HAVE to go for GTA IV/GTA San Andreas. In my opinion, some of the most fun crime games I have ever played.
If your more into a Detecive style game with a deeper Plot, try L.A Noire, it's worth a play.
That's pretty much all i can think of I guess, but with the description you provided, it's pretty much almost impossible to find a game that fits what you want exactly, lel.
