If you mean the rating of the comments, all it means is that if someone likes your post, finds it helpful, or just agrees with it, they can give it a 'thumbs up'. It's sort of like a reputation thing on similar message boards, for example: Gamefaqs has Karma, except you get that from posting once a day.
People like your post = They rate it up ( the little thumb up beneath the post)
People dislike your post = They rate it down ( The little thumb down beneath the post)
The more rating points you have the more people will be likely to trust you and see that you are a nice guy.
