Yea, building is always cheaper!
Though you have to know what works on your motherboard, processors etc. But you will learn!

Yes, building is the best option. If you don't know computers whatsoever, I'd say don't do it.

What you need is basically:
Graphics card
CPU
Motherboard
Hard drive (HDD/SDD)
Power supply-thingy (can't remember what it's called in English)
Optical drive (not necessary, but quite useful)
Cabinet
RAM/Memory
And Windows 8.
That should be it. And you shouldn't really use 7500 bucks on a computer. 2000$ is more than enough. -
The only weird thing you said was to use 7,5k dollars on a computer used for gaming. If you were going to host some sort of server, listen to music, play a game, render a video AND record it all; you would need to spend 7500.
Listen, don't use more than 2000$. It's a waste of cash. -

Simply, you don't need 7.5k for a computer, its overkill, shit its so overkill that its not even funny. You will only need 3-4k to build the very best computer. Thing is, you have no idea what you are doing, which is fine, and for that I would have to suggest prebuilt. I hate prebuilts, but for you it would work nicely. Simply, there is a lot to a computer. If want the easy road, have a look on newegg for some desktop PC's, if you want to put in a good couple of hours (probably days) finding amazing parts, then you can do that too.
