The problem with paint is there are only basic tools to draw something (it's for quick editing when you don't have softwares like PhotoShop, GIMP or Paint.net) but with a lot of time and patience, you can do nice stuff indeed. And that's why I'm not using it anyway.

For your hat question, you can type in Google Images "hat filetype:png" or "hat filetype:gif", there are probably some images with transparent background that you can use for your avatars. Have you already tried that ?
