I can't upload a "profile" picture per say . And its quite aggravating . How do you upload a picture on a Nokia Lumia 421? Please help ?

I have read somewhere that you might not be able to upload an avatar through your phone. However, I could be wrong. I advise you to go to the nearest computer and set your avatar there.
