It's a pretty good idea, involves a ton of work though, so if I can help in any way let me know, I wouldn't mind jumping aboard that project.

Channels generally struggle because they expect content alone to get them to the top. You would be suprised how many channels don't advertise their content. Heck I don't advertise mine but then again I do it for the love of making videos.
With that been said, having an even smaller channel to promote small channels doesn't make sense because you are still going to have to advertise when the original channels could just do that themselves and gain more of an audience that way. DUN DUN DUUUUUN!There is always time for muffins. -

Advertising is quite hard in a sense that half the time is met with hostility on various places. Even on places that allow such content to be placed. Especially, let's plays. I think gateway videos or stand alone videos work better for advertising.
I notice people advertise to other people that do youtube videos. Like promoting one's video at a let's play hub. I even made that mistake at the begining so there are a lot of useless subs. A lot of time, they sub you, expecting you sub back, but then neither party will bother watching the other channels.
Probably, would be best to collaborate with people who have similar monthly view count as you or sub count. Hopefully there would be exchange of subs and views. -

Best way to get your channel out there is to collab. You don't have to be in a named group or clan per se.
But just playing with youtuber and real life friends, interacting across all social platforms and generally being easy to approach is a great start.
Having fun is the most important thing. Have fun and the audience will too.
